Registration of Carriers
Registration of Waste Carriers is a legal requirement under the Controlled Waste (Registration of Carriers and Seizure of Vehicles) Regulations (Northern Ireland) 1999.
Companies or individuals who transport controlled waste are required to apply for registration with Environment and Heritage Service.
Transportation of controlled waste without a valid registration document is a criminal offence and the maximum fine is £5,000.
In addition, new legislation will be introduced in the near future, which will make 'Duty of Care' a legal requirement.
In practice this will mean that:
- Waste producers must ensure that carriers are registered
- Carriers will be asked to produce their registration to their customers
- Written records will be kept for two years which will show the registration number of the carrier
- Breaching Duty of Care is a criminal offence involving the statutory maximum fine
What is Controlled Waste?
Controlled waste is household, commercial or industrial waste. It may be solid or liquid. It does not have to be toxic or hazardous

- Skip hire
- Scrap metal
- Waste disposal
- Electrical
- Gardening/landscaping
- Plumbing
- Joinery
- Glazing
- Recycling

How do I Register as a Waste Carrier?
Environment and Heritage Service staff can provide guidance on the need for registration for specific businesses.

The application fee is £120.00 and registration is valid for 3 years. Subsequent applications to renew registration cost £60 (renewals are also valid for 3 years)
