Waste Regulation & Legislation
Recent EC and UK legislation have made increasing environmental standards and changes in production patterns a legal requirement. The Waste & Contaminated Land (Northern Ireland) Order 1997, which implements the EC Waste Framework Directive in Northern Ireland, transfers the waste regulatory role from the 26 district councils to the Department of the Environment.
The Environment and Heritage Service is responsible for the administrative and enforcement provisions of the following regulations which place obligations on the producers, holders and carriers of controlled waste:
- Controlled Waste (Duty of Care) Regulations (Northern Ireland) 2002

- Controlled Waste (Registration of Carriers and Seizure of Vehicles) Regulations (Northern Ireland) 1999
- Waste Management Licensing Regulations (Northern Ireland) 2003
- Hazardous Waste Regulations (Northern Ireland) 2005
- Environmental Protection (Disposal of Polychlorinated Biphenyls and other Dangerous Substances) Regulations (Northern Ireland) 2000
- Producer Responsibility Obligations (Packaging Waste) Regulations (Northern Ireland) 1999
